Schreiber, Yonley & Associates (SYA) is an environmental engineering and consulting firm that has specialized in providing professional services to many industries for more than two decades, with a main focus on mineral product industries. We have worked with many individual facilities, corporate entities and associated trade associations throughout the United States, and have become known as a resource for providing effective technical expertise and solutions. Our staff includes a highly experienced group of professionals, most having industry or regulatory agency backgrounds focusing on environmental issues. We have a unique blend of capabilities with all aspects of air permitting, emissions studies and testing, solid and hazardous waste management, monitoring and reporting, as well as other environmental programs. Along with our industry experience, we have an in depth knowledge of environmental regulations, have the ability to apply reasonable operating solutions and are uniquely experienced in developing and maintaining positive communications with the environmental agencies.
Comprehensive Environmental Compliance
We are known for providing expertise in all aspects of environmental management programs and in complying with the regulations. Through our environmental auditing program, we can evaluate a plant’s current status with respect to the spectrum of environmental regulations. We also routinely track new regulations to assist in maintaining our clients’ environmental programs. On the plant level, we develop compliance plans, permit applications, and coordinate with the regulatory agencies on the more interesting aspects of the regulations. Along with these capabilities, we provide expert witness services on environmental topics.
Our comprehensive environmental services include permitting and compliance for a wide range of environmental regulations, including preparation of stormwater pollution prevention plans and SPCC plans, recommendations on recycling and waste issues, SARA Title III compilation and reporting, and NPDES permits and sampling at the individual facilities. As part of our environmental services, our staff assists with the interpretation of regulatory applicability, compliance sampling, evaluation of sample results and report completion. In addition, we perform environmental site assessments for property transactions.
Clean Air Act (CAA)
We provide our clients with a wide array of high quality services specific to the CAA. These services include air compliance audits and permitting for PSD, NSR, NSPS, MACT and Title V. Either as part of a larger project or as independent tasks, we also perform emissions inventories, process hazard review, air contaminant dispersion modeling, air toxic evaluations, stack/source testing oversight, ambient air monitoring, and visual emissions assessments.
Unique to our firm is our ability to provide engineering, modeling, and permitting with in-house personnel and resources, allowing our clients an option to assess emissions, ensure compliance and develop permits utilizing the services of only one firm. We have developed PSD and Title V Operating Permit applications and construction and operating permit applications for multiple mineral products manufacturing facilities located throughout the United States. We are also known for negotiating the nuances of CAA permits or related issues the EPA and state agencies.
Testing and Data Coordination
Schreiber, Yonley & Associates has been involved in emissions sampling and data analysis at mineral products manufacturing plants throughout our history. Our firm has designed test plans, conducted emissions tests, managed, and provided on-site coordination for tests ranging from an individual parameter to more complex MACT test programs. We perform detailed analysis of the results and preparation of emissions testing reports. Our engineers are familiar with manufacturing processes, so that a testing approach can be developed which best matches a facility’s particular needs. Our emissions testing experience combined with our operations and permitting expertise provides clients with necessary services for continued compliance with air emissions regulations.
Pollutant Research and Control
As the MACT rules for air emissions from the mineral products industry are being implemented, many plants have been addressing emissions and control for individual pollutants. Our extensive background in pollutant research and industrial technology makes us particularly qualified to develop operations and control strategies specific to a particular plant. Our experience has included working with plants, regulatory agencies and the public in developing and implementing emissions testing programs. We have specialized in studying the emissions source and behavior of high profile pollutants, and have presented data to U.S. EPA headquarters, the regions and state agencies on behalf of the minerals products industry.
Community Relations/Technical Support
We provide services to our industrial clients including technical support for community relations and related activities to support a client’s needs in addressing environmental issues with the public. Having the necessary background in both the sensitivity of public issues and in the technical aspects of minerals products operations and associated issues, we support our clients in achieving the goal of building trust and a foundation upon which to exchange information within a community.
