SYA PowerSchreiber, Yonley & Associates is an environmental engineering and consulting firm that has specialized in providing professional services to the combustion industry, including utilities, boilers, and waste to energy plants for over two decades. We have worked with many facilities throughout the United States, and have become known as a resource for providing effective technical expertise. Our staff includes 18 professionals, most of whom have worked extensively with the combustion industry on environmental issues. We have a wide range of capabilities encompassing all aspects of environmental management, with a unique emphasis in air permitting and compliance, alternate fuel/biomass programs, and other permitting, compliance and field activities. With our long-term industry experience and in-depth knowledge of environmental regulations, we have demonstrated the ability to apply reasonable operating solutions, and are uniquely experienced in working through issues with positive communications with EPA and state Agencies.

Comprehensive Environmental Compliance

Schreiber, Yonley & Associates is known for providing expertise in all aspects of environmental management programs and compliance with environmental regulations. We routinely track new regulations to assist in maintaining corporate-wide programs. On the plant level, we develop compliance plans, permit applications, and coordinate with the regulatory agencies. Along with these capabilities, we provide expert witness services on environmental topics.

Through our environmental auditing program, we can evaluate a company’s or plant’s current status with respect to the spectrum of environmental regulations. Audits can be as narrow or broad in scope as desired by our clients. Schreiber, Yonley & Associates has expertise in auditing for strict compliance at the time of the audit or auditing the environmental management systems (EMS) to ensure that all key factors are in place to maintain total compliance into the future.

Our comprehensive environmental services include permitting and compliance for all environmental regulations starting with air and waste permits, and including implementing GHG monitoring and auditing programs, preparation of stormwater pollution prevention and SPCC plans, recommendations on waste issues, SARA Title III compilation and reporting, and NPDES permits and sampling at the individual facilities. As part of our environmental services, our staff assists with the interpretation of regulatory applicability, compliance strategies, sampling and evaluation of sample results and data compilation. In addition, we perform environmental site assessments for property transactions.

Clean Air Act (CAA)

We provide our clients with a wide range of high quality services specific to the CAA. These services include air compliance audits, permitting for PSD, NSR, NSPS, MACT, and Title V and pollutant control strategies. Either as part of a larger project or as independent tasks, we also perform emissions inventories, combustion emission studies, process hazard review, air contaminant dispersion modeling, air toxic evaluations, and visual emissions assessments.

Schreiber, Yonley & Associates is able to work with clients, state agencies, and EPA to streamline the PSD/NSR process. The resources to complete successful PSD/NSR applications include: air dispersion modeling using the latest EPA version; New Source Review guidance material; documentation of control technologies and costs; and visibility screening material. Our experience has included conducting PSD/NSR permitting for a variety of new and major plant expansions, in addition to assisting in day-to-day plant modification regulatory interpretations.

The strength of our firm is our ability to provide engineering, modeling, and permitting with in-house personnel and resources, to perform permitting projects utilizing the services of only one firm. We have developed Title V Operating Permit and construction permit applications for combustion facilities located throughout the United States, and are uniquely positioned to derive proactive and acceptable permitting strategies. Our assistance also extends to developing strategies and performing CAA permitting for the use of alternative energy sources such as biomass or a wider range of alternatives.

Testing and Data Coordination

Schreiber, Yonley & Associates has been involved in stack sampling and fugitive emissions sampling at combustion facilities since 1986. Our firm has designed test plans, managed, and provided on-site coordination for tests ranging from an individual parameter to complex trial burns. We perform detailed analysis of the results and preparation of emissions testing reports. As MACT rules are developed, we provide assistance to combustion facilities and trade associations that are assessing upcoming emissions requirements against industry-specific operations. Our engineers are familiar with various combustion processes, allowing pertinent and effective test plans and emissions studies to be developed.

Solid Waste and Field Services

Our staff of experienced engineers, geologists, and technicians has extensive experience in services related to solid waste landfills and field operations projects. Landfill services we provide industry include detailed hydrogeologic and geologic assessments for proposed solid waste facilities, developing detailed solid waste applications, developing static and seismic slope stability analysis, complete construction oversight services, post-closure activities, facility monitoring for stormwater, leachate, methane gas, and groundwater. We also have comprehensive field services including surface sampling, soil boring, monitoring well installation, and fugitive emission monitoring to gather data necessary for developing and implementing solutions to contamination situations. . Our experience includes a variety of projects addressing beneficial use of industrial byproducts, such as coal combustion ash and cement kiln dust.

Community Relations/Technical Support

We provide services to our combustion clients including technical support for community relations and related activities to support a client’s needs in addressing environmental issues with the public. Having the necessary background in both the sensitivity of public issues and in the technical aspects of combustion and associated issues, we support our clients in achieving the goal of building trust and a foundation upon which to exchange information within a community.
